# FATF R.3 — Money laundering offence
- **Part of:** [[FATF Recommendations]]
Countries must criminalise money laundering on the basis of the Vienna and Palermo Conventions and apply it to all serious offences, aiming at the widest range of predicate offences. Under the interpretive note, predicate offences may be set by list, by category or by a penalty threshold (for example a maximum penalty of more than one year's imprisonment), must include a range of offences in each designated category and extend to conduct abroad; a conviction for the predicate offence is not needed to prove that property is proceeds of crime.
