# AMLR Art. 88 — Reports > AMLR Art. 88's report is due by 10 July 2030. - **Part of:** [[AMLR]] - **FATF keying:** _none_ - **Swiss provisions:** _none_ - **Detailed citation:** - ## What it requires AMLR Art. 88 requires the Commission to submit reports to the European Parliament and Council, by 10 July 2030, assessing the necessity and proportionality of: lowering the 25% ownership-interest threshold for identifying beneficial owners of legal entities; extending high-value goods to garments and accessories; extending the Article 74 threshold-based disclosures to other goods, harmonised reporting formats, and information from free-trade-zone traders; and adjusting the large cash payment limit. ## Swiss position No provision in the Swiss texts reviewed creates a comparable scheduled legislative report on these four points. Switzerland's own beneficial-ownership figure is also 25% of capital or votes, but it sits in a different instrument for a different purpose: TJPG Art. 4 Abs. 1 uses it to define the beneficial owner for the transparency register, not for a periodic proportionality review. No forward-scheduled review duty of the AMLR Art. 88 kind was found for the high-value-goods scope, threshold disclosures, or cash-payment limits. ## Key divergences AMLR Art. 88 commits the Commission to report by 10 July 2030 on four specific points (the 25% threshold, high-value goods, Art. 74 disclosures, the cash limit). Swiss law has no analogous forward-scheduled review obligation on these points; any change to the 25% ownership threshold, to high-value-goods scope, or to cash-payment limits would require an ordinary revision of the GwG or TJPG through the normal legislative process, of the kind that produced the 2025 GwG revision and the TJPG themselves. The coincidence of the 25% figure in TJPG Art. 4 and AMLR Art. 88(a) is noted only as a shared number in two otherwise unconnected instruments, not as a mapped provision. ## Effective dates AMLR Art. 88's report is due by 10 July 2030. ## Authoritative text > [!quote]- Regulation (EU) 2024/1624 (AMLR), Article 88 — English text (EUR-Lex, CELEX 32024R1624) > **Article 88** > *Reports* > By 10 July 2030, the Commission shall submit reports to the European Parliament and to the Council assessing the necessity and proportionality of: > (a) lowering the 25 % threshold for the identification of beneficial ownership of legal entities through ownership interest; > (b) extending the scope of high-value goods to include high-value garments and accessories; > (c) extending the scope of the threshold-based disclosures under Article 74 to cover the sale of other goods, of introducing harmonised formats for the reporting of those transactions based on the usefulness of those reports for FIUs, and of extending the scope of information collected from persons trading in free-trade zones; > (d) adjusting the limit for large cash payments. ## Sources - AMLR Art. 88 — CELEX 32024R1624 - TJPG BBl 2025 2900, Art. 4
